Tsutsumioka Tenmangu Shrine is a shrine dedicated to Sugawara no Michizane, who is said to be the god of learning. In front of the worship hall, there is a "rubbing cow" in honor of Michizane, who was born in the Year of the Ox, and it has attracted devout worshippers.
Within the shrine grounds, there are stone monuments bearing poems and tanka poems by many literary figures, including a stone monument bearing the haiku "Akaaka to hi tsurenaku mo aki no kaze" by Matsuo Basho, a haiku poet from the Edo period, and the shrine is known as the "Haiku Monument Forest." There are also plum trees, which are said to be the earliest to flower in Sendai, as well as old white oak and weeping cherry trees, which are designated as preserved trees by the city of Sendai.
